in K2 parameters >> Advanced >> Advanced SEF Settings >> Use the item ID in the URL = YES
but my link Favorited form ID so I user other option ( Use the item title alias = No )
so now we have new problem for Tag link is don't working !! 404 page

Try enabling tag normalisation and enter some character replacement rules. Since the arabic part will be in the URL, the link will not work.

Just created a tag "استراليا" and it worked fine for me. What's your exact PHP version? Are you using any SEF extensions? Try to remove the .html part from the URLs ( there is an option in global configuration ).
