Has selection-based tagging been removed from K2 v3?

I can't seem to track down where to enable the functionality if not.

If so, it would be a massive pity - almost every client I've ever deployed K2 for has required locked, preselected tags.

There is a permission named "Create tags". It's effectively the same as locking tags plus it gives you the ability to switch it on or off for specific user groups.
