Unfortunately there is no way to do this by default.

Hacking the core is not recommended and it can lead to unexpected issues.
You could set a cron job, running every couple of hours and altering the featured flag when the publishing date has ended.

You are looking into custom plugin which looks for the publish_down value and if it is expired it resets and sets the featured flag.
