look at footer tag cloud, here is some tags.. if we get first tag named : ბარისახო we see 12 item uses this tag, but second tag named: თუშეთი uses more than 30 news. why ბარისახო is first?

The ordering is random in order to create the 'cloud effect'
Hence the options to use different font sizes.
