The back to top link doesn't work in v3.1

The back to top link doesn't work in v3.1 was created by azjr247
The "back to top" link (in v3.1) displayed under the comments does not work. When clicked, it adds "#startOfPage" to the URL in the URL bar, but nothing happens.

Suggestions?
