We need to enable our frontend users on one of the website to manage the categories assigned to them. This should allow them to:

• Change the sequence of the category
• Create a new category but only below the category (s) they have access to
• The permission level of the categories should be set to the user and his user group so that others in his group can use it as well.

Is there an extension to K2 which does it? Any suggestions how this can be achieved?

You will have to wait for v3 for these features.
As for v2 unfortunately I do not know of such an extension. Have you tried the JED?
