I have categories which I have deleted and are in the Trashed Categories. There are no items in the categories. I have deleted all of the categories and there are no subcategories. Hi. Are you sure that the categories are empty? The should not contain any items, trashed or not.

Never mind. I found where I was going wrong. I was focusing on the categories not realizing that there were many articles still left in 'Trashed Articles' area. Once I deleted the trashed articles I could then delete the trashed categories.
