Is it possible to refer to another user (i.e. not the Author) in an Item - I would like a drop down list of site users to populate the field.

Yes, simply change the author from Author publishing status or use an author alias.

No, what I am looking to do is to have both an author and reference to one or more members who participated in a project, and to be able to link back to their CB profile.

Then you have to manually enter the link address in an extrafield.

You can use the link type extrafield or use a selectbox for the users and one for the links (You have to manually insert these values too).
