I've downloaded the Simple Image Gallery plugin, activated it and kept the root folder as 'images' (without '')
Then I created a subfolder called, Outside, in the images folder and uploaded my images there.
In the article I've added the following: {gallery}Outside{/gallery}
When I go to the article in the front end, it does not display the images, it only says: {gallery}Outside{/gallery}
What am I doing wrong?

Yes on both questions - in Plugins there is a green checkmark next to Simple Image Gallery (by JoomlaWorks) and I've created an article (linked to a menu item) and the only content in the article is {gallery}Outside{/gallery}.
My photos are loaded in the images/Outside folder and Root folder for image galleries is images.

I hope I understand and answer correctly - I've added the {gallary}Outside{/gallary} in an Article, it is not in a module

Then I can't know why it's not working. I need more context or a live URL possibly.
If you use a page builder (e.g. SP Page Builder) keep in mind it does not render plugins in content.
