Polish language was created by Michał

Hello.

I installed fresh K2. then I installed polish language translation but K2 is still with English.

There are 2 language packs for Polish. Try both as one may not be complete.

I confirmed that both of them change just few words in backend. Whole menu is still in english and many other details

According to this www.transifex.com/joomlaworks/k2/ Polish (both language packs) are more than 80% complete. So you are probably dealing with this issue: www.joomlaworks.net/forum/k2-en/47977-solved-k2-language-not-working?start=40#174378 (TLDR; unsupported strings break the language pack from rendering, so you need to edit them first, zip and re-install)
