Users who have registered and are enabled, are unable to comment.
Under Parameters, the option is set to Enable for Registered Users .

Only the super admin and adminsitrator are able to comment.

What is the problem.

Have you properly set up your K2 User Groups?
Assign all non-admin users to a default K2 usergroup which has the permission to post comments.
