hi, please i need to know how to edit the labels and icons of the tabs in K2 frontend submission "content", "Image", "Media".

Remove the Browse Server option from the Image Tab

Also, is it possible to remove the notice that states "Notice: Please install the free AllVideos plugin from JoomlaWorks if you want to use the full video features of K2 - get it here"?

Create a template override of components/com_k2/templates/default/itemform.php and edit as desired.

It does actually but you have to be extra careful.
V3 will not be offering the same method since its architecture is completely different.

Finally the link I sent was for the itemform.php which can overriden quite easily.
