Getting a tooltip on thumbnail icon was created by blue_Shift
This is odd. Download link is set to disabled in the parameters.

(will look for a way to suppress this in code somewhere but this may need attention)

Fancybox JQuery/Responsive. SIGPro 3.6.2 | Joomla 3.9.1 | PHP 7.1.25

Thanks, Fotis. I don't need to open a ticket as I suppressed the tooltip in custom.css - I posted this as a heads up in case this is happening to people who happen not to be me. : )

The "tooltip" is actually the "title" attribute in the <a> element, so it's normal/default browser behaviour that it shows up. What exactly did you do to suppress it as you said in CSS?
