Look at K2 itself for something like this - each image would be entered as its own "item" so it can be rated separately.

Simple Image Gallery would need a lot of work to support image ratings by itself as it doesn't involve database entries for the actual images.

Either that or something like Phoca Gallery might be a good solution for you...
