I am getting a 403 error.

I removed full path above before /libraries.
I am using version 3.5 and it is up and working on my site. I have several other feeds pulling in correctly. This is the only one not working. I have done some checking and HTTPS is available on all other feeds but not for this one. The site is not blocked by the hosting company firewall. Is there a fix for this?
